Default treasury (AxionMain)

Contract owner — the governance key. It's the only wallet allowed to change the rules: set the fee %, founder share, epoch length, the founder/treasury wallets, the global defaults. It's your deployer wallet today (in production it'd be a multisig). You only connect it when you deliberately change a setting — which is exactly why the page nags "connected wallet is not the owner" when you're on a different one.

Operator — the automation key. It's the server-side key (OPERATOR_KEY) the Fisc service uses to do the day-to-day work automatically: settle a MAC payment on-chain when a business pays, mint UBI, mint bonuses, run billing. It can only perform operational actions, never change the rules.

Axion treasury / Founder wallet — where the fee skim is paid. These can be reused across colonies; each fee stays identified by its colony (see Revenue).
